View and add attachments from within the article editor

Attachments currently can't be seen or added while an article is in edit mode. You have to save and leave the edit view to manage them. It would help to keep attachments visible and editable alongside the editor, for example in a panel on the right, so you can reference and add files without breaking your editing flow.
