Support adding CSS files to Custom CSS

The Custom CSS textarea is great for customizing some of the UI elements, though it is difficult to keep organized when many changes are made. It would be great to have the ability to upload .css files (or at least a singular file) to organize any style overrides that may be in place.

I am referring to the Admin > Design > Stylesheet > Custom CSS option.

    I just use my own CSS file and paste it in there.. I also added CSS to make the tiny box taller.

    I should add that I started adding commented header rows and starting additional comments with a short version of the section or approach I am currently in, plus tiny descriptions in other comments.
