Radar - Limit Scan Rate

As it currently operates, Radar's scans can be pretty intense, potentially causing networks to mistake the scans for malicious attacks, or for the volume of the scans to place strain on the network. It would be great if we had a little more control over the speed and volume of Radar's scans to avoid this.
