Move SSL Monitoring to On-Instance Processing

SSL certificate monitoring currently depends on a Google Cloud Function, which requires allow listing GCP IP ranges. On-instance processing option for SSL monitoring would remove the external dependency and eliminate the need for GCP allow listing.

    Another vote for on-instance processing. Also if the check extends to expiration of self-signed certificates.
