Make "Hide Empty Items" a Global Admin Setting for All Users

Currently, the "Hide Empty Items" setting applies to the sidebar for each individual user. However, it would be beneficial to have an admin-controlled global setting that ensures this preference is applied consistently for all users across the organization.
