Increase 'Menu' button visibility and lower resolution breakpoint to hide navigation panel.

Displays under a certain resolution hide the navigation panel and instead show a Menu button. Make this Menu button more visible, and/or scroll with the page. Lower the resolution break point to switch the locked navigation panel to menu button.
