When viewing articles, have the flags (that are present in the documents) show as a quick filter.
Flag Review in admin is only useful for admins. Flags can be used for many scenario for the lowliest user.
e.g. flag a KB as a "Capacity" plan and someone's task is to review each capacity plan.
