Decouple website uptime checks from DNS / WHOIS / DMARC / DKIM / SPF tracking

Allow customers to monitor domain/email-security records on a schedule without uptime checks or Website down alerts.

Proposed options:

1. Add an Uptime tracking checkbox (default on for existing sites), independent of DNS/WHOIS/DMARC/DKIM/SPF; or

2. Keep scheduled DNS/WHOIS/DNS-security refresh when uptime is disabled/paused, as long as those trackers are enabled.
