Change URLs for articles/assets to use ID only

Currently, after an article or asset is renamed, the URL retains the original name. Ideally, URLs wouldn't contain the article/asset name at all and would just be an ID string instead, so the link stays consistent regardless of changes.

    100% our documentation is not public, so there's no reason to build SEO-style URLs.

    All it does is confuse and embarrass people, after name changes or because your standards doc is forever called "draft standard our eyes only" lol
