Allow non-admins limited access to documents

Please add a functionality to allow non-admins to request limited access to documents marked as restricted. Non-admins can view the article title, but not the contents.

Example:

Non-admin requests access to a document, request is approved by an admin, non-admin receives access to document for a set time frame (1-72hr, for example).

This will allow admins to control access to certain documents without fully locking information behind permissions, and makes document access less binary.
