Allow non-Admin users to delete KB folders

For large cleanups,teams may have hundreds or thousands of KB folders to remove, and the people doing the cleanup are best placed to review and delete them.

We would like a way to grant KB folder deletion without the Admin role, either as a delete option within KB folder permissions or as a separate permission Admins can assign to specific users or groups.
