Allow Editors to Create and Edit Process Templates

Currently, only Admins can create and edit Process Templates, but many organizations see Admins as leadership or stakeholders rather than the ones building workflows.

Allowing Editors to manage Process Templates would improve efficiency by enabling the right team members to handle process creation without requiring Admin access.
