When adding VLANS, NETWORKS, ZONES in a Customer, the customer can have multiple locations and the same VLAN at different locations.

For example, We might create a standard that says the USER network is VLAN 50 at all 3 locations. But each location has a different CIDR. So at location 1 VLAN 50 = 10.20.50.0/24 and location 2 VLAN 50 = 10.30.50.0/24 and location 3 VLAN 50 = 10.40.50.0/24.
