Dashboard Bulletin board

Striped Swordtail
A card on the dashboard named Bulletin Board would be nice. Everyone could add or remove temporary notes to it. Personally I would use it to name recent errors with Microsoft Updates or Software that are working on being resolved by the vendor.
The reason I would prefer this to making a KB is I would greatly appreciate something fast and easy to look at with easy access to adding or removing quick notices.

It would be nice to have the ability to add an alert banner to the top of all user's dashboard. This would be helpful when informing fellow techs of upcoming maintenance, or other changes.

Potentially things like "Power outage planned for x date" or "Account suspended, refer to accounts"

Acme Co - server has been moved to cloud - Documentation referring to on prem server obsolete - refer to KB.
Option to close or expire after x days would be nice to.

Having an Announcements widget on the portal dashboard would all admin users to quickly provide updates/announcements to all users. Limit modification of the widget's content to admin users only.

I'm in favor of banners for all configuration items as well as companies. Not as much of a fan of pop-ups, but I can understand why some people may want pop-ups.
