Add Password Tag Management to the API

We would like to request the addition of full Password Tag management capabilities to the Hudu API.

This would include:

1. Creating, updating, and deleting password tags via the API

2. Assigning or unassigning tags to passwords

3. Listing all tags and their associated passwords
