Access to Flags (get, create, delete)

I think this is important. Combined with the ability to alert on flags, which is another feature request I've also voted on.

At the moment, flags are pretty limited. I'd like to use the Alerts, and the API, to be able to automatically flag new documents, notify someone when a flag is added, etc.
